The Elgin Middlesex District Soccer League (EMDSL), adheres to the code of Conduct and Ethics as published by its governing body Ontario Soccer. The EMDSL adheres to Discipline matters as addressed under Section 12.0 of the Ontario Soccer Operational Procedures

The League also has the right to provide additional discipline and sanctions over and above those prescribed by Ontario Soccer an in conjunction with League published rules and policies and procedures.
Discipline and Code of Conduct Procedures
Incidents that occur in-game or that relate to Operational Procedures are addressed under Section 12.0 of Ontario Policies and Procedures. Any in-game incidents must be reported to the League using the EMDSL - Policy and Procedure Complaint Form included below. The form is submitted by the person making the complaint directly to the League Secretary at the contact information on our website. It is suggested that the person making the complaint review the matter with their home club prior to making the submission to ensure it is complete. The League Secretary will then forward the complaint to the League Discipline Case Manager who will be the point of contact for the complaint. The Case Manager will determine whether the submission is complete, that it is filed with the correct jurisdiction, and will determine if the matter can be resolved using the Discipline by Review system or whether a hearing will be required.
Incidents that do not fall under the Operational Procedures are submitted using the EMDSL - Code of Conduct Complaint Form included below. The same process as detailed above for the Policy and Procedure Complaint Form is to be followed for Code of Conduct Complaints.
The League will communicate with the affected parties subject to the timelines provided in the respective policies and procedures. The League may share the complaint with the respondent.
Jurisdiction Levels
Matters relating to the eligibility of a player or team official will be forwarded to the District.
Matters relating to Match Official Assault are reported directly by the Match Official to the District.
APPEALS
Please see below the appeal process for matters heard at the League or Club level. The Appeal would be made to the District Association.
6.1 Appeals of decisions made by leagues, clubs or associate members shall be submitted in writing and delivered to the District Association by hand, registered mail or Courier Service.
6.2 Appeals must reach this Association as follows:
(a) By hand delivery, within five (5) days of the receipt of the decision being appealed, excluding Saturdays, Sundays and Public Holidays.
(b) By Canada Post or Courier Service, the letter of appeal must bear the date stamp of the service being used. The date stamp shall be no later than five (5) days of the receipt of the decision being appealed, Saturdays, Sundays and Public Holidays excepted.
6.3 The request to appeal shall include:
(a) A copy of the decision being appealed, or the appellants understanding of the decision (if the decision has not been received, in writing, by the appellant.)
